What does zero carbon mean?

The dictionary definition of zero carbon is “causing or resulting in no release of carbon dioxide into the atmosphere”. While this definition is easy to grasp, determining what is zero carbon in practice can be complex and rests on how carbon emissions are measured and quantified. The term ‘carbon neutral’ is also widely used to describe a process where there are actual carbon emissions from a process, but these are only returning to the atmosphere carbon that was only recently removed (e.g. biomass combustion). Similarly, ‘net zero’ is an often used term to describe a process which might be carbon positive at some periods of the year and negative at others, and over the whole year, the positive equals or outweighs the negative.

Verco's research into carbon offsetting and reduction for international aviation

From 2016 to 2018, Verco were commissioned under the FCO’s Global Britain Fund with the British Embassy in Russia to provide policy advice and evaluation for the Russian Federation. Over three years, we delivered research and advice for the Ministry for Economic Development and Ministry for Natural Resources on international best practice examples of carbon regulation, carbon pricing and energy efficiency policy including the UK.

In September 2018, Senior Consultant Adam Smith presented the findings of a research project looking at the Carbon Offsetting and Reduction Scheme for International Aviation, or CORSIA, an emission reduction approach for the global airline industry, developed by the International Civil Aviation Organization (ICAO). Adam spoke at the second Climate Forum of Russia Cities, held in Moscow, alongside an international panel of guest speakers from across Europe and Asia.

This report summarises the findings of the research.
